Planning for Affordable Housing: Funding Sources, tools, and strategies

As the federal and state funding for affordable housing declines, local governments and non-profit housing developers must continue to find innovate ways to meet the housing needs of low- and moderate-income residents in their communities. This clinic will provide an overview of various federal and state funding sources including CDBG, HOME, CDBG-DR, Section 108, SHIP, SAIL, and LIHTC and discuss ways to increase funding for affordable housing locally. Topics will include: understanding the housing market and identifying the need for affordable housing, how federal and state funding is allocated and distributed to jurisdictions, allowable uses of the funds, benefits of a HOME Consortium and other regional partnerships, opportunities to create mixed-income housing with local funding sources and tools, and ensuring long-term affordability. This training is for those new to affordable housing as well as experienced staff looking for ways to respond to a growing affordable housing crisis.
